Abstract

요 약

최근 미국방화협회(National Fire Protection Association, NFPA)의 할로겐화합물 소화설비 관련 기준(NFPA 2001)개정안이 발표되었다. 특징적인 부분으로 주성분뿐만 아니라 추가성분으로 인한 인체 영향성에 관한 구체적인 기준을 제시하여, 할로겐화합물 소화약제 품질관리 기준을 강화하고 있다. 이러한 현실에도 불구하고, 국내에서는 소방용으로 사용되는 할로겐화합물 소화약제는 순도만을 검사항목으로 지정하여 관리되고 있는 것이 현실이다. 국내에서 타용도로 활용되는 할로겐화합물이 인체 및 환경 안전성을 이유로 다양한 검사를 통하여 품질관리가 되고 있다는 점을 고려해본다면, 소방용으로 활용되고 있는 할로겐화합물에 대해서도 보다 높은 수준의 품질관리가 필요하다고 볼 수 있다. 이를 위해, 국내외 관련 기준들의 검사항목과 허용기준에 대한 비교 분석을 통하여 할로겐소화약제 사용 안전성을 높일 수 있는 구체적인 개선방안을 제시하고자 한다.

ABSTRACT

Recently, the National Fire Protection Association (NFPA) announced the revised standards for halogen compound fire extinguishing facilities (NFPA 2001). Characteristically, it is strengthening the quality control standards for halogenated fire extinguishing agents, by presenting specific standards regarding the effects of not only their main ingredient, but also their additional ingredients on the human body. However, in Korea, halogen compound fire extinguishing agents used for firefighting purposes are managed by designating “purity” as the sole criteria for inspection. Considering that halogen compounds utilized for other purposes in Korea are undergoing quality control through various inspections for the safety of humans and the environment, it is evident that a higher level of quality control is required for halogen compounds used for firefighting purposes. Therefore, we would like to suggest a specific improvement plan to enhance safety while using halogenated fire extinguishing agents, through the comparative analysis of inspection criteria, and acceptance standards of corresponding domestic and foreign standards.

1. 서 론

1.1 연구목적 및 배경

최근 미국방화협회(NFPA)의 할로겐화합물 소화설비 기준인 NFPA 2001 (2022 Edition)의 개정안이 발표되었다. 주성분에 대한 관리뿐만 아니라 추가성분으로 인한 인체의 위험성에 대한 부분을 신설함으로서, 소화약제 품질관리 강화를 통하여, 그 사용의 안전성을 확보할 수 있도록 하였다. 예를 들어, 액상 약제 중량 1% 미만으로 존재할 경우, 최대무독성량(no observed adverse effect level, NOAEL) 이하의 약제 농도에서 급성 독성을 지니며, 심장 감작(cardiac sensitization)을 유발할 수 있는 불순물에 대한 부분을 제시함으로써, 국내에서는 순도 관리 위주의 품질관리가 되고 있는 것과는 대조적으로, 현재 관리되고 있지 않은 추가성분에 대한 독성학적 인체 영향성에 대하여, 위험을 제시하고, 그에 관한 기준 제시를 통하여, 안전 수준을 높여 나가고 있다(1).

국내 할로겐화합물 소화약제 사용량은 증가하는 추세이다. 한국소방산업기술원(KFI) 소화약제 제품검사 통계(설비용)에 의하면, Table 1과 같이, 최근 3년간 할로겐화합물 소화약제 사용량 상위 4품목(펜타플루오로에탄(HFC-125), 트리플루오로메탄(HFC-23), 헵타플루오로프로판(HFC-227ea), 도데카플루오로-2-메틸펜탄-3-원(FK-5-1-12))을 기준으로 계산을 해볼 때, 연간 평균 25,000병 이상의 할로겐화합물 설비용 소화 가스실린더가 생산되고 있으며, 3년 누적 생산량은 80,000병 이상이 생산되고 있다. 신규 건축물 및 설비가 스마트화, 고도화됨에 따라 적용되는 통신, 전자, 전기 시스템의 적용 개소도 많아지고, 이를 방호하기 위한 가스계 소화시스템은 지속적으로 증가할 것으로 예상되며, 생산 후 화재발생 이전에는 보관된다는 점을 고려할 때, 소화약제의 용도로 활용되는 할로겐화합물 소화약제 적용 현장은 누적 사용 현황 증가는 계속될 것으로 예상된다.

한편, 화학물질과 관련한 안전사고도 지속적으로 발생하고 있다. Table 2에서도 확인할 수 있듯이, 최근 5년간 화학물질 관련 사고는 364건의 발생하였고, 주요 사고의 형태는 전체 사고 중 83%를 차지하고 있는 ‘누출’로 확인되었다.

할로겐화합물 소화약제의 직접적인 노출로 인한 인명사고가 발생하기도 하였다. 2017년 안성 A공장에서 할로겐화합물 소화기 약제 충전 작업을 하던 작업자 2명이 현장에 누출되어 있던 소화약제로 인한 급성감염으로 인한 재해(사망 1명, 부상 1명)가 발생하였다. 환기가 불충분한 소화약제 충전 공정에서 작업 중 개인보호구를 미착용한 작업자가 증기를 직접 흡입한 것이 주요 원인으로 확인되었다(6). 할로겐화합물 소화약제의 직접 노출은 인체에 심각한 영향을 줄 수 있으며, 이를 방지하기 위한 현실적인 대책이 필요한 시점이다. 주성분 및 추가성분으로 포함될 수 있는 요소들을 구체화하고, 이에 관한 노출 기준을 확인하여, 그 사용 안전성을 높여야 한다. 이를 위하여, 본 연구에서는 국내외 기술기준 비교를 통한 품질관리 기준 개선방안을 도출하고자 한다.

1.2 연구범위 및 방법

본 연구는 할로겐화합물 소화약제 품질관리와 관련이 있는 국내외 기술기준 비교를 통하여, 현재 국내 품질관리 기준에 대한 개선방안을 제시하였다. 국내의 경우에는 소방청, 산업통상자원부, 한국산업규격의 자료를 분석하였으며, 해외의 경우에는 미국방화협회(NFPA), 국제표준규격(ISO), 미국환경보호국(U.S.EPA)의 자료를 그 대상으로 하였다. 연구의 절차는 Figure 1과 같이, 국내외 기술기준을 조사하고, 관련 사안을 검토하여, 품질관리에 관한 대상 항목 및 요구 수준 분석을 통한 개선방안을 도출하였다.

2. 본 론

2.1 국내 관련 기준 분석

2.1.1 소방청 할로겐화합물 소화약제 품질관리 기준

국내 가스계 소화약제 품질관리는 소방청 고시 「소화약제의 형식승인 및 제품검사 기술기준」에 의하여 진행된다. 소화약제 품질관리 및 제품승인은 한국소방산업기술원에 의해서 진행되며, 해당 기준을 통하여, 제품검사가 진행되고 있기에 국내에서 적용되고 있는 대표적인 소화약제 품질관리 기준이라고 볼 수 있다. Table 3에서 보는 바와 같이 할로겐화합물 소화약제의 경우, 품질관리 기준은 “순도(agent purity mole%, minimum)” 부분만을 검토하여 소화약제 품질관리를 진행하고 있다. “클로로테트라플루오로에탄(HCFC-124)”, “펜타플루오로에탄(HFC-125)”, “헵타플루오로프로판(HFC-227ea)”, “트리플루오로메탄(HFC-23)”, “브로모클로로디플루오로메탄(Halon 1211)”, “헥사플루오르프로판(HFC- 236fa)”, “트리플플루오로요다이드(FIC-1311)”, “도데카플루오로-2-메틸펜탄-3-원(FK-5-1-12)”의 경우에는 99.0 mole% 이상, “브로모트리플루오로메탄(Halon 1301)”의 경우에는 99.6 mole% 이상의 순도를 유지할 경우, 소화약제로서 사용할 수 있다.

2.1.2 산업통상자원부 할로겐화합물 냉매가스 품질관리 기준

할로겐화합물 소화약제의 경우 대부분 오존층 파괴 물질은 염화불화탄소(CFC)를 대체하기 위하여 개발된 냉매 물질을 활용하고 있다. R123 (HCFC-124), R125 (HFC-125), R227ea (HFC-227ea), R23 (HFC-23) 등 국내에서 사용되고 있는 주요 할로겐화합물 소화약제들이 냉매가스의 용도로도 활용되는바, 이에 관하여 타용도로 사용될 경우에 대한 검토를 진행하였다. 소화약제로 활용될 경우에는 순도의 기준만 충족하면 되지만, 만약, 이 할로겐화합물이 냉매가스로 활용된다면, Table 4에서 제시하고 있는 다양한 검사항목의 기준을 충족해야 한다. 또한, 순도의 기준도 소방청에서 제시하는 허용기준(99.0 ole% 이상) 보다 높은 허용 기준(99.5 mole% 이상)을 제시하고 있다. 이는 산업통상자원부 고시에 명시되어 있으며, 고압가스 중 냉매로 활용된 가스의 품질 기준 및 구체적 검사방법을 제시하고 있다.

2.1.3 한국산업규격(KS) 할로겐화합물 소화약제 품질관리 기준

한국산업규격(KS)에 제시되고 있는 소화약제 품질 관련 기준은 국제표준규격(ISO)를 채택하여 반영하고 있다. 국제표준규격(ISO)의 가스계 소화설비 관련 항목 “ISO 14520 (가스계소화설비)” 부분을 도입하여, 한국산업규격(KS) “KS B ISO 14520”로 제정하여 제시하고 있다. 가스계소화설비 국제표준규격(ISO)는 국제표준규격 제정기구(International Organization for Standardization/Technical Committee, ISO/TC21) 소속 분과인 ISO/TC21/SC8 에서 제정되었다. 할로겐화합물 소화약제 품질관리 관련된 부분은 한국산업규격(KS) 가스계 소화설비-물리적 특성 및 설비의 설계-제1부 : 일반요건에서 제시되어 있으며, 이에 관한 내용은 다음 Table 5와 같이 제시되어 있다. 미국환경보호국(U.S.EPA)의 SNAP program (significant new alternatives policy, SNAP)에 의하여 인정된 소화약제 또는 국제적으로 인정된 소화약제 인증기관 인정 및 인증기관의 사용되는 절차에 상당하는 방법으로 평가된 소화약제를 사용할 수 있도록 되어 있다.

2.2 국외 관련 기준 분석

2.2.1 미국 환경보호국(U.S.EPA) 할로겐화합물 소화약제 품질관리 기준

미국환경보호국(U.S.EPA)의 할로겐화합물 소화약제 품질관리 주요 기준은 Table 6과 같다. 단순히, 순도뿐만 아니라 환경에 영향을 줄 수 있는 부문(대기영향, 기타환경영향), 노출되었을 때 인체에 영향을 줄 수 있는 부분(노출평가, 독성데이터), 안전성 관련 부문(가연성)을 주요 검토 항목으로 두고 승인을 진행하고 있다. Table 7에서도 확인할 수 있듯이, 할로겐화합물을 직접 생산하는 화학회사가 해당 화학물질에 대해서 직접 인증을 받도록 하고, 해당 화학물질의 상품명을 등재할 수 있도록 하여 관리되고 있는 것이 국내와는 차별화 된 부분이다. 국내의 경우는 소화약제를 수입해온 업체가 소화약제 형식승인을 통하여, 제조사로서의 역할을 담당하고 있으나, 해당 할로겐화합물의 생산 단계에서부터 유통, 최종 사용자까지 공급되는 과정의 전반적인 품질에 대하여 책임을 지기에는 어려운 한계를 지니게 된다. 반면, 미국의 경우에는 해당 화학사가 생산한 화학물질에 대하여 상품명을 부여하고, 해당 소화약제의 품질을 생산자가 직접 관리할 수 있도록 하여 그 관리 주체의 명확성과 생산된 제품 품질의 책임 주체가 명료하게 확인할 수 있도록 되어 있다.

2.2.2 미국방화협회(NFPA) 할로겐화합물 소화약제 품질관리 기준

미국방화협회(NFPA)에서 제시하고 있는 할로겐화합물 소화약제 품질관리 기준은 Table 8과 같다. 국내 기준이 순도만 관리하는 것과는 달리, 순도(agent purity, mole%, minimum), 산도(acidity, ppm by weight HCl equivalent, maximum), 수분(water content, weight%, maximum), 증발잔분(nonvolatile residues, g/100 ml maximum)의 항목을 그 기준으로 제시하고 있다. 화재진압에 영향을 줄 수 있는 순도 항목뿐만 아니라, 인체 및 장비에 2차 피해를 유발할 수 있는 추가성분까지도 그 관리 대상으로 제시하고 있어, 보다 높은 수준의 품질관리가 진행되고 있음을 확인할 수 있다.

또한, Table 9에서도 알 수 있듯이, 최근 발표된 NFPA 2001 개정안(2022 edition)은 인명 안전성 확보를 위하여 소화약제 품질관리에 관한 기준을 강화하였다. 주성분뿐만 아니라 추가성분에 대한 구체적 위험성을 제시하고, 이를 관리할 수 있도록 하였다. 최대무독성량(NOAEL) 이하의 약제 농도에서도 급성 독성을 유발하여, 심장에 영향을 줄 수 있는 불순물이 있으며, 헥사플루오로필렌(HFP) 열역학 이량체 및 운동 이량체 등을 그 예로 제시하고 있다. 이러한 이량체의 경우, 헥사플루오로필렌(HFP) 열역학 이량체의 경우 부피 기준 10 ppm 이상 또는 헥사플루오로필렌(HFP) 운동이량체의 부피 기준 300 ppm 이상에 5 min 동안 노출되면 독성학적 영향이 발생할 수 있다는 부분을 추가로 제시하고 있다.

2.3 국내외 할로겐소화약제 품질관리 검사항목 및 허용수준 확인

Table 8을 통하여 확인할 수 있듯이 현재, 소방 제품생산 및 품질의 기준이 되는 현재의 소방청의 기준이 국내외 다른 기준에 비하여, 상대적으로 그 검사항목이 적고, 그 허용기준도 높은 수준이 아니라는 것을 확인할 수 있다.

3. 소화약제 품질관리 주요 검토항목 및 개선방안

3.1 소화약제 품질관리 주요 검토항목

Table 10에서 확인한 바와 같이 국내외 소화약제 및 소화약제로 사용되는 할로겐화합물의 품질관리 항목 검토를 통해 순도, 산도, 수분, 증발잔분, 대기영향, 노출평가, 독성데이터, 가연성, 기타(생태독성 및 대기질 영향)을 검토하고 있음을 확인할 수 있다. 본 절에서는 각각의 검사항목을 운영하는 목적에 대해서 확인하고자 한다.

3.1.1 소화성능

할로겐화합물의 소화성능 확보를 위한 품질관리 요소는 주성분의 순도이다. 순도는 사용 목적에 부합하는 성능 확보를 위한 가장 중요한 관리 요소로서 최소한의 기준을 제시하고 있다. 소방청, 미국방화협회(NFPA)기준에서는 소화약제의 성능, 산업통상자원부 기준에서는 냉매의 성능을 확보하기 위한 필수 요소로 관리되고 있다. 국내 할로겐화합물 소화약제에 대해서도 해당 항목에 관해서는 품질관리를 하고 있다.

3.1.2 인체안전성

할로겐화합물의 인체안전성과 밀접한 관계를 가지고 있는 항목은 “산도”이다. 산도는 방출시 인체안성성을 확보하기 위한 요소로서 관리 기준 이하로 엄격하게 관리하고 있다. 미국방화협회(NFPA)에서는 3.0 이하(PPM by weight HCl equivalent)를 제시하고 있고, 산업통상자원부 기준은 1.0 이하(PPM by weight HCl equivalent)를 제시하고 있다. 이에 대해서는 한국산업규격(KS), 미국환경보호국(U.S.EPA), 국제산업규격(ISO)에서도 노출평가(노출한계), 독성데이터(노출될 경우 건강 영향), 가연성 등 인체안전성에 관련해서는 엄격하게 관리하고 있다. 염화수소(HCl)은 국내 「고압가스안전관리법」에서도 “독성물질”로 분류하고 있고, 고용노동부가 고시한 「화학물질 및 물리적 인자의 노출 기준」에는 염화수소의 단시간 노출기준(short term exposure limit, STEL)을 2 ppm, 3 mg/m3로 정하고 있을만큼 위험한 물질이다. 단시간 노출기준이라 함은 노동자가 1회에 노출 지속 시간 15 min 이상 지속될 수 없다는 것을 의미하므로, 단시간 노출시에도 그 위험성이 높고, 물질안전보건자료(MSDS)에서도 흡입, 피부흡수 등을 통하여 인체에 영향을 줄 수 있는 것으로 제시되어 있는만큼 그 위험성이 높은 물질로 철저하게 관리되어야 한다. 할로겐화합물 소화약제의 생산 특성상 그에 염화수소(HCl)가 불순물로 포함될 수 있고, 오방출 될 경우, 설계된 모든 소화약제가 10 s 이내 방출되도록 되어 있어, 단시간에 일정 공간에 일정 농도 이상의 염화수소(HCl)가 해당 공간 재실자에게 단시간 내에 영향을 줄 수도 있다. 이러한 위험에도 불구하고, 국내 소화약제로 활용되는 할로겐화합물에 대해서는 이에 관한 관리가 전혀 이루어지고 있지 않다.

3.1.3 환경영향성

할로겐화합물의 환경영향성에 대해서는 한국산업규격, 미국환경보호국(U.S.EPA), 국제산업규격(ISO)에서는 해당 항목에 대한 기준을 제시하고 있다. 특히, 할로겐화합물 소화약제에 대해서는 해당 품목별 지구온난화지수(GWP), 오존층파괴지수(ODP)를 제시하고 있고, 이를 기준으로 관리하고 있다. 2016년부터 유럽에서 환경영향성의 이유로 사용이 금지된 할로겐화합물 소화약제(HFC-23) 소화약제가 국내에서는 2020년 기준, 설비용 가스소화약제 전체 생산량의 28% (9,376병, 총 생산량 32,927병)(4)를 차지하고 있어, 국내와 해외 관련 시장에서의 환경영향성에 대한 고려는 큰 차이가 있음을 확인할 수 있다.

3.1.4 2차 피해방지

할로겐화합물의 방호대상물 보호와 관련한 부분은 수분과 “증발잔분”이라고 볼 수 있다. 해당 항목은 방출시 방호대상물의 2차 피해가 발생하는 것을 방지하기 위한 요소로서 최대 함량의 기준으로 제시하고 있다. 미국방화협회(NFPA)에서는 0.05 이하(weight%)를 제시하고 있고, 산업통상자원부 기준은 그보다 강한 0.01 이하(% by weight)를 제시하고 있다. 할로겐화합물 소화약제가 적용되는 대상이 수손 피해 우려가 있는 전기, 전자제품들이 다수라는 점을 고려해볼 때, 해당 성분은 품질관리의 주요 관리 항목으로 볼 수 있지만, 해당 부분에 대해서도 현재는 관리가 되고 있지 않은 상황이다.

3.2 개선방안

현재, 순도만을 관리하고 있는, 할로겐화합물 소화약제의 품질관리의 기준은 개선되어야 하며, 이에 Table 10과 같은 개선방안을 도출하였다. 산도는 누출시 인명 피해로 이어질 수 있다는 점을 고려할 때, 고용노동부가 고시한 「화학물질 및 물리적 인자의 노출 기준」의 제시하고 있는 염화수소의 단시간 노출 기준(STEL)을 2 ppm의 기준으로 관리되어야 하며, 순도는 99.0 이상(mole%), 수분은 0.001 이하(weight%), 증발잔분은 0.05 이하(weight%)의 기준으로 품질관리 기준이 개선되어야 한다.

4. 결 론

현재, 국내 할로겐화합물 소화약제 품질관리는 주성분에 관한 순도만을 관리하고 있다. 할로겐화합물과 관련한 국내외 기준을 고려해볼 때, 보다 높은 수준의 관리가 필요하다는 것을 확인할 수 있다. 화재진압의 주성능을 확보하기 위하여 순도는 현재 적용하는 99.0 이상(mole%)의 수준으로 관리되어야 한다. 인명 안전성과 관련이 있는 산도는 고용노동부가 고시한 「화학물질 및 물리적 인자의 노출 기준」에서 제시하고 있는 염화수소의 단시간 노출 기준(STEL)을 2 ppm 이하(ppm by weight HCl equivalent)을 적용하여, 엄격한 수준으로 관리가 되어야 한다. 또한, 현재는 관리되지 않는 수분과 증발잔분은 방호대상이 민감도가 높은 장비일 경우, 문제를 유발할 가능성이 있는바 이에 관해서도 수분은 0.001 이하(weight%), 증발잔분은 0.05 이하(weight%)로 미국방화협회(NFPA)가 제시하는 수준의 관리가 필요한 시점이다.

Other environmental impacts The SNAP program also examines other potential environmental impacts such as ecotoxicity and local air quality impacts. A compound that is likely to be discharged to water may be evaluated for impacts on aquatic life. Some substitutes are volatile organic compounds (VOCs), which are chemicals that increase tropospheric air pollution by contributing to ground-level ozone formation. In addition, EPA notes whenever a potential substitute is considered a hazardous air pollutant or hazardous waste.

A.5.1.2.3 The NFPA 2001 purity specifications and cardiac sensitization NOAEL help to address the safety of agents included in the standard. historically, the unstated safety assumptions has been as follows:
(1) The NOAEL for cardiac sensitization will be protective for all other end points of acute toxicity.
(2) 99 percent purity precluded the presence of impurities that could impact the NOAEL for acute toxicity. However, there are some impurities that, when present at less than 1 percent by weight in the liquid agent, could result in acute toxicity at agent concentrations below the NOAEL for cardiac sensitization.
Hexafluoropropylene (HFP) thermodynamic and kinetic dimers are examples of such impurities. for these dimers, a 5-minute exposure to a concentration in air greater than 10 ppm by volume for the HFP thermodynamic dimer or greater than 300 ppm by volume for the HFP kinetic dimer could cause toxicological effects. For FK-5-1-12 at a use concentration of 10 percent by volume in air, these levels would translate to 95 ppm (0.0095 percent) by weight in the liquid agent for thermodynamic dimer and 2850 ppm (0.2850 percent) by weight in the liquid agent for the kinetic dimer.
