재난관리는 기본적으로 지방자치단체를 포함한 국가의 몫이다. 물론 재난의 종류에 따라 관리주체가 개인이나 기업으로 국한되는 경우가 많아지고 있으나 궁극적으로는 정부에 귀속되는 경우가 대부분이다. 따라서 거의 대부분의 국가에서는 필요한 기구를 설치하고 관리체계를 구축하고 필요한 인력과 장비, 그리고 설비를 갖추는 것은 물론 이러한 체제를 둘러싼 긍정적인 환경들을 적극적으로 활용하고 부정적 환경들을 제거함으로써 재난관리의 효율성을 높이는 것을 목표로 본 논문에서는 재난관리의 특성과 환경요인에 대해 검토하였다. |

The misfortune management is basically governmental responsibility. Therefore, most of nations build the management system. The positive environments is put to practical use and the negative environments are eliminated. This thesis is studied about the special quality of disaster management and the environment factors. |
